April 16, 2007

The regular meeting of the Cherry Valley village board opened at 7:00 p.m. with Mayor K. Don Brigham presiding. In attendance were Trustees Louis A. Guido and Jeffrey S. Stiles, Clerk-Treasurer Dorothy E. Johnson, Superintendent Kelly J. Wright and County Representative Phil Durkin.

MINUTES

The first item on the agenda was the approval of the minutes, as sent to all board members in written form. It was noted by the Clerk that she had the wrong date on the minutes and she had since made the correction. It was upon motion of Trustee Guido, seconded by Trustee Stiles and unanimously carried,

RESOLVED, to dispense with the reading of the minutes and approve as written and with the amended date.

BUDGET HEARING

The Mayor opened the public hearing on the proposed village budgets at this time.


SMSI Grant – Consolidation Study

Mayor Brigham submitted a Proposed Village Dissolution Committee to be voted on at the next meeting.


NYS ENVIRONMENTAL FACILITIES CORPORATION – GRANT

Clean Water State Revolving Fund

The Board reviewed the application for funding through the Clean Water Revolving fund for a sewage project at an estimated cost of $9,350,000.


WELL HOUSE BRIDGE

Superintendent Wright suggested a weight limit be posted on the wooden bridge that leads to the well house as the bridge is used a lot by people going to the soccer games at Alden Field. It was decided to ask the county for help by providing an engineer to inspect the bridge for us and figure out a weight limit.


MUNICIPAL BUILDING

Michael Miller, Otsego County Code Enforcer has visited the municipal building with Trustee Guido to determine the feasibility of re-opening the theater. Mr. Miller feels the structure needs only “minor repairs”.

Trustee Guido said there will be a meeting on Friday with the New York Power Authority to discuss energy saving ways.


CLERK’S OFFICE

The proposed date for the move to the old school on Genesee Street is June 1. A partition has to be put up between the offices and shelves built, as well as the phone service changes.


VILLAGE JUSTICE – ABOLISH OFFICE

After consideration, it was upon motion of Trustee Stiles, seconded by Trustee Guido, unanimously carried,

RESOLVED, to abolish the office of Village Justice at the end of the current term, April 6, 2008. A public hearing with a permissive referendum will be held on Monday, May 21, 2007 at 7 pm, 44 Main Street, Cherry Valley for public comment.


MEMORIAL DAY – CHAMBER

The Chamber has requested the use of the village parking lot and sidewalks. Board members agreed that they may use them as long as the sidewalks remain open for use.


SALES TAX

Upon request of the Clerk, it was upon motion of Trustee Stiles, seconded by Trustee Guido, unanimously carried,

RESOLVED to deposit all of the May sales tax into the water fund, instead of part in general.


BUDGET - Adopt

It was upon motion of Trustee Guido, seconded by Trustee Stiles to close the hearing at 8 pm.

MOSA/COUNTY REP.

Representative Durkin said he is on the Solid Waste committee and would like to know of any comments, questions, or concerns with MOSA as the contract will soon be up. Consultants have been hired to do a study on the solid waste.


PERMIT ITEMS – Charge back to homeowner

It was upon motion of Trustee Stiles, seconded by Trustee Guido, unanimously carried,

RESOLVED, when an item is left sitting out and the Department of Public Works has to pick it up (old furniture, etc.) the village is to charge the property owner twice the amount due. It was FURTHER RESOLVED that if the charge is left unpaid, it will be placed on the tax bill for collection. The Superintendent was asked again to pick up items at the Laura Lee, Montgomery Street residence. Ms. Lee will be billed $30.00.

Sidewalk Clearing Thank You

Thank you to all who kept their sidewalks clear this past winter and to those who didn’t pile their snow in the sidewalks. It makes for much easier clearing.

Flower Donations

In the past we have sent out letters to our merchants requesting donations toward our flowers and/or that they help out by beautifying their own property. Anyone wishing to make a monetary donation may send it to the Village of Cherry Valley, PO Box 392, Cherry Valley, NY 13320. All donations, clean up, and greenery/flowers by our residents will be greatly appreciated.

Refrigerator Pickup

Refrigerators still containing Freon gas can be taken to MOSA’s two facilities in Otsego County – Oneonta and Cooperstown at a cost of $15 each. Also scrap metal may be taken at no charge and tires at $1.75, tires with rims at $2.50 each. These and other items will still be picked up (different charges) by the garbage collector, though refrigerators and cooling units must have the Freon removed and tagged.

Museum Needs Volunteers

Are you looking for a 3 ½ hour, 2 or 3 times a month, volunteer job to help your community? The Cherry Valley Museum needs your help. Volunteers to sit at the museum between 10 – 5 daily are needed June – October. History knowledge is helpful, But NOT needed. (There are people who may be called if history help is needed.) However, you do need to be reliable, friendly, and enjoy meeting/greeting people. If you are willing to help out, please call Barb at 264-3098.

Brush Pickup

Pickup of lawn and garden debris will continue throughout the spring, summer, and fall by the DPW department. Please try to have piles that can be picked up easily. The use of wheel barrels, pails, and bags are other acceptable ways of disposal. Only in the fall do the leaves get picked up by the vacuum, and do not need to be contained.

Dog Control

Please respect others and their property and remember to have your dog(s) in your control at all times. This text is from the local dog control law:

No running at large.

No habitual barking, howling, crying, or whining.

No damaging other people’s property.

No attacking other animals.

No tampering with garbage.

No chasing, jumping on, biting, or harassing any person.

No chasing or running alongside vehicles of any kind.

No defecating, urinating on or digging anyone’s property.

No dog in heat is to be unrestrained off the owner’s property.

If you have a problem with a dog, please call the Town of Cherry Valley Dog Control Officer. (You may be required to sign a complaint form.)

Pancake Breakfast

The Firemen and Auxiliary members will put on a pancake breakfast on Sunday, May 24th, hours 7 – 11 am at the firehouse.

Sidewalk Fund

A sidewalk savings account has been opened with donations from Lou & JoAnn Guido and an anonymous donor. Anyone wishing to donate to this fund, may contact the clerk.
