 MINUTES
December 17, 2018

Meeting opened at 7:07 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Edward Harvey, Consultant, Amy Herr, Clerk-Treasurer and David Hajczewski, Interim DPW Superintendent. Trustee Conway Bishop was excused. Also present were JoAnn Guido and Dennis Laughlin.

Approval of the November minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Mayor Guido, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Feulner, seconded by Mayor Guido, unanimously carried, to accept the report as given.

DPW

            Water meter readings have been done for January bills and new water meters are being installed.  Some items have to be purchased at the Hardware Store to complete the installation of some of the meters.  Mayor Guido advised Dave Hajczewski that the Christmas ornament on upper Main Street needs to be put back up.

CHRISTMAS DECORATIONS

            There has been an issue with National Grid notifying the Village that they will be charging for the convenience outlets on the light poles.  The cost is around $52.00 a year for the outlets that are only used for one month of the year.  Plans are to convert the decorations to have solar lights on them next year.  Some other changes to the decorations may be made to update them.  Discussion was held regarding possibly also purchasing some Christmas banners or solar light poles to be decorated in place of or in addition to the current decorations.

VILLAGE ORDINACES

            Clerk-Treasurer Herr reported that she has reviewed the Village Ordinances regarding parking in the village.  There may be places that need to be updated in the no parking ordinances.  It was decided that a few of the Village Ordinances will be reviewed each month.

GREATER MOHAWK VALLEY LAND BANK MEMORANDUM OF UNDERSTANDING

            JoAnn Guido presented a draft Memorandum of Understanding for the Village with the Greater Mohawk Valley Land Bank.  This is still under review and pending the Article 19A action.

CEMETERY ANNEX

            The First Presbyterian Church has received approval from their Presbytery to donate approximately one half an acre of land to the Village for use as a cemetery. 

OTHER BUSINESS

            Clerk-Treasurer Herr reported that information is available about the Deferred Compensation Plan that is offered by the Village.

AUDIT OF CLAIMS

After review by the board, it was upon motion of Trustee Feulner, seconded by Mayor Guido, unanimously carried to make payment on bills and budget amendments and modifications as follows:
