 MINUTES
September 17, 2018

Meeting opened at 7:02 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Conway Bishop, Trustee Ian Feulner, Hyde Clarke, Attorney and Amy Herr, Clerk-Treasurer.  Also present were Jennifer Bishop, JoAnn Guido, Dennis Laughlin and Sue Miller.

Approval of the August minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Bishop, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Bishop, seconded by Trustee Feulner,
unanimously carried,
RESOLVED, to accept the report as given.

DPW

          Todd Gohde obtained water from the Village at the Town Barn.  He is paying for the covering over the Electric Vehicle Chargers in exchange for the water received.  The Village is going to purchase a hydraulic remote kit for the tractor to be able to use the Town’s wood chipper to chip the brush that is picked up before it is taken to the dump or used for appropriate projects in the Village.  A shared services agreement is to be done for this and also for the Town plowing the Village streets.  Work is to be done this week on the fire hydrant at 2 Genesee Street.  Water meters are expected to be delivered next week.

          The bluestones that the Village uses for headstone foundations are not currently available from HJ Berry Stone.  The nearest place that has currently been located to purchase them is in East Berne, NY.  Mayor Guido suggested contacting American Bluestone in Sidney to see if they can supply them.

          Discussion held regarding the American Flags that are put up in the Village for holidays.  The poles are not in good condition and some need replacement.  Discussion held about purchasing flags and poles that would go on the electric poles.  This will be discussed further in January as the current ones will only need to be put up once more this fall for Veteran’s Day.

FALL NOTICES

1)    Leaf pickup will begin in early October and continue through mid-November
2)    No all-night parking from October 1st to May 1st.
3)    Hydrant Flushing to be held on October 10th.
4)    Unpaid Taxes will be sent to the County after October 31st.
5)    Halloween activities will be held on Wednesday, October 31st from 5:30-7:30 PM.

CEMETERY UPDATE

          Sue Miller, Village Historian reported that she has a group of individuals working with her that are mapping the cemetery.  They have teams of at least 4 people working at a time to locate burials using a dousing method.  The have found 15 unmarked graves, 1 mass grave and 6 stones with no coffins.  They are going to continue working on mapping the cemetery and will be preparing maps that will be 30’x30’ per page.

WRITING APPEARANCE TICKETS

          Discussion held regarding the Board writing appearance tickets for violations of Village Ordinances.  Currently two local laws are in effect giving the DPW Superintendent authority to write appearance tickets and to appoint a deputy.  If no deputy is appointed, then the Village Board can appoint a deputy.  Attorney Clarke advised that the tickets need to be issued when the violation is taking place, not after the issue is completed.  Need to find out exactly what needs to be put on an Appearance Ticket.

REQUEST FOR SETBACK VARIANCE

          A request was made by DJ and Ashley Cornelia for a variance to the setback ordinances for placement of a shed on their property.  A letter was received from Timothy and Ginger Thayer whose property is next to the location where the shed will be placed stating they are in agreement with the request.  Motion made by Trustee Feulner, seconded by Trustee Bishop, unanimously approved
          RESOLVED that a variance is approved to allow DJ and Ashley Cornelia of 30 Lancaster Street to place a shed nearer that 10 feet from the property line with 34 Lancaster Street.

NEWLETTER

          It was discussed that the Fall Newsletter and future newsletters will not be hand delivered to all residences in the Village.  The information will be placed on the Village website as it becomes pertinent.  A few copies of the Fall information will be made available for those who do not have access to the internet.

ELECTION

          There will be no Village Election held in March 2019 as no elected positions are due to expire.

CEMETERY DEED

               A cemetery deed has been sold to Gary and Robin Fassett for 1 lot in Section E, lot 35a.  Deed signed at the meeting by Mayor Guido, Trustee Bishop and Trustee Feulner.                                      
                                                                                   
OTHER BUSINESS

          Water operator training that is being offered in Sidney, NY has been requested for Dave Hajczewski and Taylor Miles.  Attendance at this training was approved by the Board.

          The grant from Bassett Healthcare has been approved at $10,000.00.  This will be used to pave the current path as far as it will go.

AUDIT OF CLERK-TREASURER’S BOOKS FOR 2017-2018

          The Mayor reviewed the Financial Books and Annual Update Document of the Clerk-Treasurer on August 13, 2018.  The same documents were reviewed by the Trustees on August 17, 2018.  All signed on their respective dates of review and found the books to be in order.

EXECUTIVE SESSION

          Mayor Guido requested to go into Executive Session at 7:55 PM for an employee ticketing and how the ticket is being handled for future issues.  Executive Session was adjourned at 8:01 PM.  No action taken at this time.

LOCAL LAWS

          Attorney Clarke wants to review the current local laws for the Village to see if any need to be updated.  He will meet with Clerk-Treasurer Herr to get copies of the Local Laws from prior to 2000 that were not available on-line.

          The meeting adjourned at 8:05 PM upon motion of Trustee Bishop, seconded by Trustee Feulner, unanimously approved.
