May 17, 2021

 

Meeting opened at 6:30 PM by Mayor Guido with the Pledge to the Flag. In attendance were Mayor Louis A. Guido, Trustee Edward Harvey, Trustee Ian Feulner, Amy Herr, Clerk-Treasurer, Linda Bouck, Deputy Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Also in attendance were Rick DeAngelo, Charles Varney, Ashlee Cornelia, Melissa Miles and Jon McManus, McManus Engineering (arrived at 7:30 pm).

Approval of the April minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as writte

DPW

 

            DPW Superintendent Miles discussed with the Board how they want to utilize the CHIPS money this year.  Part of Montgomery Street will be chip sealed and some sidewalks may be repaired.  Work has been done on the Little League Field. Will check on when the flowers will be ready to be picked up from Sunnycrest Orchard and will be in contact with Nate Waterfield about cutting trees.

 

WATER GRANT

 

            The village did not get the funding through the CFA grant for replacement of water meters.

 

CLIMATE SMART COMMUNTIES

 

            CFA grants are now available for Climate Smart activities.  There needs to be more individuals working on a task force to be able to complete the activities to become certified as a Climate Smart Community. 

 


ALDEN FIELD USE POLICY

 

            The Board was given copies of park use policies from 4 communities.  They discussed modifying the Village of Fort Plain policy and the Village of Cooperstown Hold Harmless agreement.  Need to have an insurance requirement added.  Clerk-Treasurer Herr to make the modifications and send to the Board for review.  Signs are going to be made listing the rules for the use of Alden Field.

 

REQUEST FOR USE OF ALDEN FIELD

 

            A request to use the stage on Alden Field by Shana Becker was approved.  She will have to provide an insurance certificate naming the Village as an additional insured.

 

OTHER BUSINESS

 

            The Village has received an additional CHIPS payment to bring the total payment to 95% of the original allotment.  The remainder is being carried over to 2021-2022 funding.  The Village has received the full amount of the AIM funding in the amount of $6053.00.

 

            Angelica Palmer reported that the Girl Scout 5K will be held on Saturday, June 12, 2021 at 9am.  Mayor Guido recommended that she contact the Fire Department about helping and the American Legion for information on the route they used for their 5K. She needs to provide a Certificate of Liability Insurance naming the Village as the Certificate Holder.  She has one listing the Cherry Valley Community Center.

 

            Charlie Varney announced that he is running for the Otsego County Board of Representatives and asked if there was anything the Village would be looking for assistance with if he is elected. 

 

            Mayor Guido reported that Gus Abdallah is planning on adding two bays to the garage at Town Auto.  He would like to purchase some land from the village and would want an easement to use the driveway.  Mayor Guido will contact Attorney Clarke to see what needs to be done for this.

 

JON MCMANUS, MCMANUS ENGINEERING

 

            Jon McManus reported that the $30,000.00 EFC grant that was applied for was approved.  There will be a $6000.00-6500.00 match required by the Village.  This grant will allow for a feasibility study to be done regarding some type of sewage system for the Village.  After the study is done the Village could use the study to apply for grants to implement the recommendations.  To accept the grant, the Village needs to have a resolution to move forward and notify the state that the Board is interested in the money.  By October a decision would need to be made on accepting the grant and until December for final acceptance of the money.  Discussion was held regarding the grant and possible sewage systems.

 

            Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously approved to state that they Village is interested in accepting the grant at this time.

            After review by the board, it was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried to make payment on bills and budget amendments and modifications as follows:
