MINUTES
June 18, 2018

Meeting opened at 7:03 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Conway Bishop, Trustee Ian Feulner, Edward Harvey, Consultant and Amy Herr, Clerk-Treasurer.  Also present was JoAnn Guido.

Approval of the May minutes as members received in written form.  It was upon motion of Trustee Bishop, seconded by Trustee Feulner, unanimously carried, to accept the minutes as written with one correction.

unanimously carried,
RESOLVED, to accept the report as given.

GREATER MOHAWK VALLEY LAND BANK (GMVLB)

          Resolution of Endorsement of the
Greater Mohawk Valley Land Bank

It was upon motion of Trustee Bishop, seconded by Trustee Feulner, unanimously carried,
RESOLVED that

Whereas, the New York State Land Bank Act allows multiple Foreclosing Governmental Units (FGUs) to establish a land bank; and,
Whereas, the Greater Mohawk Valley Land Bank was established in 2016 through common resolutions from FGUs including the Counties of Herkimer, Montgomery, Otsego, and Schoharie as well as the City of Rome and the City of Utica; and,
Whereas, the Greater Mohawk Valley Land Bank is currently processing properties in each of the participating FGUs; and,
Whereas, the Greater Mohawk Valley Land Bank is eager to work with municipalities in each FGU, including the Village of Cherry Valley in the County of Otsego to better understand each community’s needs regarding difficult properties; and,
Whereas, the Greater Mohawk Valley Land Bank only works in those communities that have chosen to partner with it;
Therefore, be it resolved, that the municipal government of the Village of Cherry Valley, Otsego County, New York, endorses the Greater Mohawk Valley Land Bank and expresses its desire to enter into conversations with the Greater Mohawk Valley Land Bank to discover mutually beneficial elements of collaboration between the two parties.

5/50 Resolution


It was upon motion of Trustee Feulner, seconded by Trustee Bishop unanimously carried,
RESOLVED that

Whereas, the New York State Land Bank Act of the New York State Nonprofit Law,
1610 (c) states the following: “Upon the adoption of a local law, ordinance, or resolution
by a municipality, school district, or any taxing district, fifty percent of the real property
taxes collected on any specific parcel of real property identified by such municipality,
school district, or any taxing jurisdiction may be remitted to the land bank, in accordance
with procedures established by regulations promulgated by the department of taxation and finance. Such allocation of real property tax revenues shall commence with
the first taxable year following the date of conveyance and shall continue for a period of
five years” ; and
Whereas, the Greater Mohawk Valley Land Bank (GMVLB) includes Herkimer, Montgomery, Otsego, and Schoharie Counties and the Cities of Rome and Utica; and
Whereas, the Village of Cherry Valley is committed to the Greater Mohawk Valley
Land Bank’s efforts to reduce blighted properties in the Village of Cherry Valley and throughout the greater Mohawk Valley region;
Now therefore, be it resolved, by the Village of Cherry Valley that fifty percent of the real property taxes on properties within the Village of Cherry Valley purchased from the Greater Mohawk Valley Land Bank be remitted to the Greater Mohawk Valley Land Bank. Such allocation of real property revenues shall commence with the first taxable year following the date of conveyance and shall continue for a period of five years.
This resolution shall take effect upon passing hereof by the Village of Cherry Valley.

DPW  

          Dave Hajczewski gave a written report of the DPW activities for review by the Board.

STREET AND SIDEWALK REPAIRS

          The most recent quotes from Suit-Kote and Gorman’s were reviewed for work on Montgomery Street and Hamilton Avenue.  The total for Suit-Kote less the amount for stone was $16,476.61 and for Gorman’s was $16,971.93.  As the quote from Suit-Kote was less by $495.32 the work will be done by Suit-Kote.

          Discussion was held on what sidewalks need work done on them.  Both sides of Genesee Street need to be fixed along with parts of Alden Street.  May consider checking on some type of cement to level and fill some of the cracks without replacing the whole sidewalk.  Trustee Bishop to check on the cost of having a company come in to redo some of the sidewalks. 

WATER METER READING SYSTEM

          A proposal was received from EJ Prescott, Inc. for replacement of some of the current water meters with one that can be read with a handheld device.  It was upon motion of Trustee Feulner, seconded by Trustee Bishop, unanimously carried,
          RESOLVED that 50 water meters and a hand held unit will be purchased from EJ Prescott, Inc. in the amount of $9400.00.

ELECTRIC VEHICLE CHARGERS

          Mayor Guido reported that two (2) electric vehicle chargers have been ordered and delivery is expected on Thursday.  They will be installed on the wall by the Town Offices.  DPW Superintendent Hajczewski will be in contact with an electrician to have them hooked up.

CEMETERY

          Clerk-Treasurer Herr reported that the Presbyterian Church will have to present their request to donate land to the Village to the Presbytery in Utica before they can donate the land.  This will be done in the near future.

OTHER BUSINESS

          A letter was received from the Otsego County Planning Department regarding an update to the Hazard Mitigation Plan.  This was last done five (5) years ago.  Clerk-Treasurer Herr will contact the Planning Department to find out what needs to be done and see if there is a copy from the last plan to review.

          Trustee Feulner brought up reviewing the Community Development Grant application to begin planning to possibly filing for it next year if it is still available.   It could possibly be broken down into sections for different individuals to work on a piece of the grant.

          A $15,000.00 grant has been offered to the Village of Cherry Valley for improvements to the walking path on Alden Field.  A motion was made by Trustee Bishop, seconded by Trustee Feulner, unanimously carried
            RESOLVED to apply for the Grant from Rural Health Education Network of Schoharie, Otsego and Montgomery Counties, Research Institute, Center for Rural Community Health in the amount of $15,000.00.  Clerk-Treasurer Herr to contact Kristin Pullyblank tomorrow to begin the process for applying for the grant.
