December 2019 Meeting minutes


 MINUTES
December 16, 2019

Meeting opened at 7:00 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer, David Hajczewski, Interim DPW Superintendent and Taylor Miles, Maintenance Worker.  Also in attendance was Mike Hutcherson, Rose & Kiernan Insurance.

Approval of the November minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

INSURANCE

            Mike Hutcherson of Rose & Kiernan Insurance presented information on the Village insurance coverage.  There is about a $600.00 increase in the cost of the insurance from last year with basically the same coverage.

DPW

The DPW has put up the Christmas decorations in the Village.  They have read the water meters for the next billing and have installed some new meters.

DPW SUPERINTENDENT

            David Hajczewki has submitted a letter of resignation as Interim DPW Superintendent effective 12/31/2019.  Upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried
RESOLVED to accept the resignation of David Hajczewski as Interim DPW Superintendent.



There was only one application submitted for the position of DPW Superintendent.  Upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried
            RESOLVED, to appoint Taylor B. Miles as the DPW Superintendent for the Village of Cherry Valley effective 1/1/2020 with a salary of $16.50 per hour.

MAINTENANCE WORKER

            Upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried,
            RESOLVED that Linda Bouck has been hired as a Maintenance Worker for the Village of Cherry Valley with a salary of $13.00 per hour.

ELECTION

            Upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried,
            RESOLVED to abolish the Village Registration Day and to designate Wednesday, March 18, 2020 as the day of the Village Election, the polling place to be at the Village Office, 2 Genesee Street, Cherry Valley, NY and the hours the polls are open to be from 12:00 noon to 9:00 PM.

CEMETERY

            Upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried
            RESOLVED to accept the donation of approximately one-half of an acre of property from the First Presbyterian Church of Cherry Valley to the Village of Cherry Valley for use as an extension to the Cherry Valley Cemetery.

OTHER BUSINESS  

            Discussion was held on purchasing a used 4 wheeler for use by the DPW for plowing sidewalks and other uses during the rest of the year as needed.  Upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried
            RESOLVED to purchase a used 4 wheeler with a snowplow.

            Reviewed an email from Attorney Hyde Clarke regarding need to work with the County Codes Office on abandoned properties in the village and that he has not heard anything on when the Greater Mohawk Valley Land Bank will be cleaning up the property at 8 Lancaster Street.

            Mayor Guido reported that he has the cameras that were purchased for Alden Field working.  They will be put up in the Spring.

            Trustee Feulner has received an email requesting a copy of Local Law #1 of 2019.  He will forward the email to the Village Clerk to have a copy sent to the requester.

EXECUTIVE SESSION

            Motion made at 7:55 PM by Trustee Harvey, seconded by Trustee Feulner, unanimously carried to go into Executive Session to discuss matters involving the termination of a village employee and involving the employment history of that individual.
            Motion made at 8:03 PM by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to come out of Executive Session.

After review by the board, it was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried to make payment on bills and budget amendments and modifications as follows:
