MINUTES
August 17, 2020
Meeting opened at 7:00 PM by Mayor Guido with the Pledge to
the Flag. In attendance were Mayor Louis
A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Hyde Clarke, Attorney, Amy
Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent. Also present were Melissa Miles, JoAnn Guido,
Rick DeAngelo, Angelica Palmer, Richard Lauri, Aileen Lauri and Kelly Flanagan.
Approval of the July minutes as members received in written
form. It was upon motion of Trustee Feulner,
seconded by Trustee Harvey, unanimously carried, to accept the minutes as
written.

It was upon motion of Trustee Harvey, seconded by Trustee
Feulner, unanimously carried, to accept the report as given.
PUBLIC
HEARING
Public Hearing on Local Law #1 of
2020 was opened at 7:05 pm. Hearing
Notice was read. Angelica Palmer asked
if commercial buildings would be included.
Aileen Lauri expressed concerns about the Carriage House on Elm
Street. Discussions were held about how
to find out who owns properties and if a title search is done who will be
charged for it. JoAnn Guido discussed a
letter that was received from the GMVLB regarding their Zombie Quarterback
position and that they are looking for a list of properties that may meet their
requirements. There being no other
comments from the floor motion made by Trustee Harvey, seconded by Trustee
Feulner, unanimously carried to close the Public Hearing. Public Hearing closed at 7:22 pm.
DPW
Report of current activities by the
DPW was given by DPW Superintendent Miles.
ABANDONDED
BUILDINGS LAW
Attorney Clarke reported that Otsego
County Planning Department has reviewed the law and issued a finding of no
county wide impact. Discussion was held
by the Board. It was decided to add that
approval by the Village Board is required before action can be taken by the
Building Inspector on identified properties and to add an appeal process in the
law.
Motion made by Trustee Feulner,
seconded by Trustee Harvey, unanimously carried to table a decision on Local
Law #1 of 2020 until the next meeting.
ELECTION
The Village Election will be held on
Tuesday, September 15, 2020 for the temporary position of Trustee currently
held by Trustee Harvey.
ORGANIZATIONAL
MEETING
Motion made by Trustee Feulner,
seconded by Trustee Harvey, unanimously carried to hold the Organizational
Meeting on Monday, September 21, 2020 at 7 pm at the Village Office.
OTHER
BUSINESS
Angelica Palmer has information on
an Economic Development meeting in September that she was inviting Board
members to attend. She is interested in
reviving business in Cherry Valley. It
was recommended that she look into reestablishing the Chamber of Commerce. Angelica Palmer asked about fiber optics in
the Village. No one had any information
on that. She was advised that the
Village is a Clean Energy Community and is working on raising our level as a
Climate Smart Community.
Kelly Flanagan and Rick DeAngelo
brought up concerns about the speed limit in the Village. They were asking about putting up signs as
you enter the Village about the upcoming speed limit. They were advised that this is a State
Highway and it would be up to the NYSDOT to erect signs or to begin to reduce
the speed limit as cars are approaching the Village.
Discussion was held about the
Beautification awards that used to be given.
The previous benefactor for these awards is no longer living. This can be looked into again if there is
interest.
Trustee Feulner and Mayor Guido both
received complaints about items being placed on the sidewalk in front of
businesses on Main Street. The current
Ordinances on use of sidewalks were reviewed.
DPW Superintendent Miles and
Mayor Guido will discuss this with the owner of the business that it concerns
to see if something can be worked out.
Proposal for a fixed rate on
electric for the Village electric bills was received from Energy Choice
Professionals. It was decided by the
Board that the Village will continue to receive the electric supply for the
electric bills from National Grid.
The Village received a certificate
from the New York Rural Water in appreciation of 35 years of membership.
Attorney Clarke is working on the documents
necessary to sign over 8 Lancaster Street to the Greater Mohawk Valley Land
Bank. Motion made by Trustee Harvey,
seconded by Trustee Feulner, unanimously carried
RESOLVED to allow Mayor Guido to execute
any and all documents required to sign over the title of 8 Lancaster Street to
the Greater Mohawk Valley Land Bank.

After review by the board, it was
upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried
to make payment on bills and budget amendments and modifications as follows:
