November 16, 2020
Meeting opened at 6:30 PM by Mayor Guido with the Pledge to
the Flag. In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee
Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent. Also in attendance was JoAnn Guido.
Approval of the October minutes as members received in
written form. It was upon motion of Trustee
Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes
as written.

It was upon motion of Trustee Harvey, seconded by Trustee
Feulner, unanimously carried, to accept the report as given.
DPW
DPW Superintendent Miles reported
that the leaves are done being picked up.
There are issues with the leafer that needs to be repaired before next
fall. There is a water leak on Church
Street that will be repaired tomorrow.
ABANDONED
BUILDINGS
RESOLUTION
AUTHORIZING VILLAGE BUILDING INSPECTOR
TO ENFORCE ABANDONED PROPERTY LAW, LOCAL
LAW 1 OF 2020
WHEREAS, the
Village Board of the Village of Cherry Valley adopted Local Law 1 of 2020 to
address and prevent the deterioration of residences and buildings in the
Village of Cherry Valley;
WHEREAS, Section 5 of Local Law 1 of
2020 requires that any owner of any vacant residential structure within the
Village shall, within thirty (30) days of the effective date of the local law,
register the property with the Village;
WHEREAS, Section 6 of Local Law 1 of
2020 requires that residential properties be maintained to certain standards
for the public health and safety of the surrounding neighbors and properties;
WHEREAS, Section 6(E) of Local Law 1 of
2020 requires that whenever the Village Building Inspector finds that a
building or structure or portion thereof to be unsafe, abandoned and/or vacant,
that he provide the property information and basis of determination to the
Village Board for review. The Village
Board then has the authority to authorize the Building Inspector to proceed
with enforcement of the local law;
WHEREAS, the Village Board has received
a list of the following properties that have been found to be unsafe, abandoned
and/or vacant: 8 Genesee Street, n/f owned by Joseph Plows; 83 Montgomery
Street, n/f owned by Mark and Kathleen Crandall; and 1 Main Street, n/f owned
by John McCarthy and Daniel Purcell.
NOW, THEREFORE BE IT RESOLVED THAT:
The
Village Board of the Village of Cherry Valley hereby authorizes the Village
Building Inspector to proceed with enforcement of the local law, which shall
include a notice that the property owner(s) register the vacant building,
complete specified repairs or improvements, or demolish and remove the building
or structure or portion thereof. If the
property owner(s) fail to act under the notice, the Building Inspector may
issue an Appearance Ticket and pursue penalties as prescribed for in Local Law
1 of 2020. This resolution shall apply
to the following properties: 8 Genesee Street, 83 Montgomery Street, and 1 Main
Street.

IT FURTHER RESOLVED, that this Resolution shall take effect immediately.

CHRISTMAS DECIORATIONS
The Chamber
of Commerce has donated money for 12 new pole ornaments for the Village. Motion made by Trustee Harvey, seconded by
Trustee Feulner, unanimously carried to accept the donation and purchase 12
Snowflake decorations.
UPAID TAXES
Unpaid
taxes have been sent to the county for reassessment on the Town and County tax
bills. The Mayor and Trustees signed the
Statement of Taxes to be sent to the county.
OTHER
BUSINESS
Mayor Guido reported that he is scheduling
a meeting with Delaware Engineering on Thursday about financing for water
projects.
Discussion held on salary and health insurance for the
Maintenance Worker position. The salary
will be $13.50 per hour and $400.00 towards Health Insurance of the Village
choice.
Following discussion a motion was made by Trustee Feulner,
seconded by Trustee Harvey, unanimously carried at approve payment to the
Otsego County Sheriff’s Office to serve papers for a Notice of Violation of a
Village Ordinance.

After review by the board, it was
upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried
to make payment on bills and budget amendments and modifications as follows:
