MINUTES
January 16, 2017
The Public Hearings that
were scheduled for January 16, 2017, advertised in The Daily Star and posted in
the Village regarding Local Law #1 of 2017 for Flood Damage Prevention and the
Village Literacy Policy were opened at 7:00 PM.
In attendance were Mayor Kevin J. Flint, Trustee Edward A. Harvey,
Trustee Louis A. Guido, Jr., Clerk-Treasurer Amy Herr, Dave Hajczewski, Int.
DPW Superintendent and Dennis Laughlin, Village Attorney and Barbara Hall,
Village Resident.
Local Law #1 of 2017 for Flood Damage
Prevention was reviewed by Dennis Laughlin.
There were no further questions or comments about the law.
The Literacy Policy was reviewed by
Dennis Laughlin. This will be added to
the Village Policies and reviewed annually.
It was suggested that contact be made with Frank Stock to see if he
would act as an interpreter if needed as he speaks multiple languages. He would be hired by the village to provide
the service as needed.
There being no further questions or
comments the Public Hearings were closed at 7:15 PM by motion of Trustee Guido
and seconded by Trustee Harvey, unanimously approved.
The
regular monthly meeting was opened by Mayor Kevin J. Flint at 7:16 PM. In attendance were Mayor Kevin J. Flint,
Trustee Edward A. Harvey, Trustee Louis A. Guido, Jr., Clerk-Treasurer Amy Herr,
Dave Hajczewski, Int. DPW Superintendent and Dennis Laughlin, Village Attorney.
Also in attendance were Jeff Stiles, Mathias VanDerwerker and Barbara Hall.
MINUTES
The first item on the
agenda was approval of the minutes as members received in written form. It was upon motion of Trustee Guido, seconded
by Trustee Harvey, unanimously carried, to accept the minutes as written.

RESOLVED, to accept
the report as given.
LOCAL LAW #1 OF 2017
It was upon motion of Trustee Guido, seconded by Trustee
Harvey, unanimously carried
RESOLVED that Local Law #1 of 2017 for Flood Damage
Prevention as authorized by the New York State Constitution, Article IX, Section
2 and Environmental Conservation Law, Article 36 has been passed along with the
completion of the Intermunicipal Floodplain Management Agreement with Otsego
County establishing the Otsego County Code Enforcement Office to be the Local
Administrator for the law.
LIMITED ENGLISH
PROFICIENCY PLAN (LEP PLAN)
It was upon motion of Trustee Harvey, seconded by Trustee
Guido, unanimously carried
RESOLVED that the Limited English Proficiency Plan is
adopted as a policy of the Village of Cherry Valley and will be evaluated on an
annual basis at the annual organization meeting.
OUTDOOR SPORTS
Jeff Stiles and Mathias VanDerwerker were present at the
meeting to discuss the installation of a stage on Alden Field. The cost of the stage will be covered by the
Outdoor Sports group. The stage will be
approximately 24’ by 48’ and will be completed this spring. The stage will be placed on the field near
the current building and will not interfere with the soccer or baseball
fields.
ALDEN FIELD BRIDGE
Discussion was held regarding the replacement of the bridge
from the parking lot to Alden Field.
Plans for the bridge have been made and it was in the budget for this
year. This project will be started in
the spring. A temporary pedestrian
bridge may need to be erected for use during the replacement project or access
is available from Alden Street. As the
bridge is being built over the Cherry Valley Creek a permit will be required
from the Department of Environmental Conservation. Mayor Flint will start the process for this.
DPW
The Christmas Decorations have been
removed.
When the power went out last week the
usage calculator was zeroed out. This is
happening every time the power goes out.
There was another ice jam last week
that partially flooded Alden Field. The
ice jam cleared by itself and the water dissipated by the next day.
Discussion was held about possible
guidelines for what buildings will have their water metered if a decision is
made to establish a flat rate for water usage in the Village. This will be discussed further with the aim
of having a resolution prior to the annual meeting in April.
MAINTENANCE WORKER
POSITION
Interviews were held on January 5, 2017 for the Maintenance
Worker position. Cody Duncan was hired
for the position and will be starting work on Monday, January 23, 2017.
CONTRACTS WITH HISTORICAL
ASSOCIATION AND LIBRARY
Contracts have been drawn up and reviewed by Dennis
Laughlin for payments in the amount of $1000.00 to be made to the Cherry Valley
Historical Association to provide free admission to the museum for Village
Residents and for the Cherry Valley Memorial Library to library services to the
residents of the Village of Cherry Valley, without cost or charge. Mayor Flint will contact both organizations
to execute these contracts.
TERRORISM INSURANCE
SEFCU Insurance has provided information regarding
Terrorism Insurance that would be available to the Village of Cherry Valley at
the cost of $186.00. It was decided by
the Board that this insurance coverage will not be purchased at this time.
ELECTION
It was upon motion of Trustee Harvey, seconded by Trustee
Guido, unanimously carried
RESOLVED that there will be not be a village registration
day in the Village of Cherry Valley for the upcoming Village Election.
It was upon motion of Trustee Guido, seconded by Trustee
Harvey, unanimously carried
RESOLVED that the particulars of the annual Village
Election to be held on March 21, 2017 are as follows:
1. The village of
Cherry Valley constitutes one election district for the purpose of village
election and the polling place for such district shall be at the Village
Clerk’s Office, 2 Genesee Street, Cherry Valley, New York.
2. The hours during which the polls shall be open for
voting shall be 12:00 noon to 9:00 PM.
3. The Board of Trustees adopts a provision expanding the
residency requirement to act as an election inspector to encompass all of
Otsego County as there is not a sufficient number of trained election
inspectors available who reside in the Village of Cherry Valley.
4. Election Inspectors are appointed as follows:
Republican - Kathryn Lane and Marilyn Mollen
Democrat – Claire Ottman and Norma
VanBuren
Notice has been provided to the Village Clerk that the
Democratic Caucus will be held on Tuesday, January 24, 2017 at 7:00 PM at the
Village Office.
Notice has been provided to the Village Clerk that the
Republican Caucus will be held on Thursday, January 26, 2017 at 7:00 PM at the
Village Office.
2017-2018 BUDGET
Plans for the 2017-2018 Village Budget are to begin. Requests for items to be included in the
budget included repairs to Alden Field, paving the walking path on Alden Field,
completion of the bridge to Alden Field if not done in 2016-2017 fiscal year,
street paving and sidewalk replacement utilizing CHIPS and Pave NY monies and
possible salary increases.
WATER OUTSIDE VILLAGE
LIMITS
It was upon motion of Trustee Harvey, seconded by Trustee
Guido, unanimously carried
RESOLVED that residences or businesses that are outside of
the Village limits and receiving Village Water services will be responsible for
any repairs to the water lines to their property from the last tap, residential
or commercial, within the Village limits.
Repairs to be made in a timely manner as prescribed by the DPW Superintendent
or as prescribed by the Mayor or Trustee of the Village in the absence of the
DPW Superintendent.
AUDIT OF CLAIMS
After review by the
board, it was upon motion of Trustee Guido, seconded by Mayor Flint,
unanimously carried,
