MINUTES
November 20, 2017

Meeting opened at 7:00 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Conway M. Bishop, Clerk-Treasurer Amy Herr and Dennis Laughlin, Village Attorney.  Trustee Edward Harvey was excused.

The first item on the agenda was approval of the October minutes as members received in written form.  It was upon motion of Trustee Bishop, seconded by Mayor Guido, unanimously carried, to accept the minutes as written.

unanimously carried,
RESOLVED, to accept the report as given.

DPW   

          The daily reports of the activities of the DPW produced by Dave Hajczewski, Int. DPW Superintendent were reviewed. 

BRIDGE REPLACEMENT

          Mike Swatling completed the work on the Alden Field Bridge.  Mayor Guido had a quote for chain link fencing in the bridge area from Oneonta Fence in the amount of $2370.00.  An estimate was requested from E & A Fence, LLC, Fort Plain, NY with no response.  Motion made by Trustee Bishop, seconded by Mayor Guido, unanimously carried,
          RESOLVED, to accept the quote provided by Oneonta Fence for installation of a chain link fence with double gate at the entrance to Alden Field.

CEMETERY

A letter was written to the Cannon family to see if they would be willing to enter into a discussion about a piece of their property near the Alden Monument.  Caleb Wertenbaker replied that he would need a map or picture of the land that is being discussed.  He could then share this with the other owners for them to discuss and make a decision.  Mayor Guido will get a map together to send to Caleb Wertenbaker along with a determination on the number of acres of land that would be requested.

The fence is being installed at the cemetery and is about 2/3 complete.
         
ALDEN FIELD

          Restitution has been paid by two of the families of the youngsters that caused damage at the Concession Stand and Stage on Alden Field.  Four of the five completed their community service of painting fire hydrants. 

          Alden Field is now locked and closed until spring.

BUILDING INSPECTOR REPORT

          Jeff Stiles, Building Inspector for unsafe buildings has deemed 8 Lancaster Street to be an unsafe property.  As there is no one to be served and there has been no filing of probate in Surrogates Court nothing further can be done at this time.  Further discussions on this matter are tabled.

INTERNET AND PHONE SERVICE FOR THE VILLAGE SHOP

          Spectrum has provided pricing for phone and internet service at the Village Shop.  Trustee Bishop questioned the need for internet at the shop as it is available in the Village Office if needed. Discussion was also held about the ability to monitor the sites that were accessed or blocking sites not needed for business purposes.  There were also concerns about the cost after the first year.  Request was made to check on a price for just phone service from Spectrum before any further decision is made.

CHIPS REIMBURSEMENT

          The forms for the CHIPS reimbursement have been sent in.  The reimbursement is expected in December.

CHRISTMAS

          The forms are being submitted to National Grid to have the decorations placed on the light poles.  They will be installed the first week of December.

          Motion made by Trustee Bishop, seconded by Mayor Guido, unanimously carried,
          RESOLVED to purchase 4 floral baskets to be placed on the poles at the intersection by the traffic light, purchase 2 trees, one to be placed in the Monument Park and at the other at the triangle at the intersection of Main Street and Route 166 and to purchase oranges and chocolate bars to be given out by Santa on Christmas Eve at the Monument Park.

UNPAID TAXES

          The unpaid taxes have been sent to the county for reassessment on the County Tax bill.  The total of the unpaid taxes was $15,199.88 plus penalties of $1,215.98.  The Statement of Unpaid Village Taxes was signed by Mayor Guido and Trustee Bishop and will be sent to the County Treasurer.

OTHER BUSINESS

          The new water bills from QuickBooks were shown to the Board that will be used for the January water billing.

          Mayor Guido has been in communication with National Grid about issues with the new LED street lights being too bright in some locations and other areas in the village where there are dark spots.  There are also two lights near 2 Genesee Street that still need to be replaced.
