MINUTES
February 18, 2019
Meeting opened at 7:00 PM by Mayor Guido with the Pledge to
the Flag. In attendance were Mayor Louis
A. Guido, Trustee Conway Bishop, Trustee Ian Feulner, Consultant Edward Harvey
and Amy Herr, Clerk-Treasurer. Also in
attendance were Jeff Stiles and JoAnn Guido
Approval of the January minutes as members received in
written form. It was upon motion of Trustee
Bishop, seconded by Trustee Feulner, unanimously carried, to accept the minutes
as written.

It
was upon motion of Trustee Feulner, seconded by Trustee Bishop, unanimously
carried, to accept the report as given.
OUTDOOR
GAMES
Jeff Stiles requested the use of
Alden Field for the Outdoor Games on June 14-16, 2019. They are adding some new events this year to
include a 5K race, crafters, band on Friday night and maybe on Saturday
morning. Motion made by Trustee Feulner,
seconded by Trustee Bishop, unanimously carried to allow the Outdoor Games to
use Alden Field on June 14-16, 2019.
DPW
Written reports of activities as
provided by Interim DPW Superintendent were given to the Board for review.
FLAGS
FOR LIGHT POLES
Price quotes for flags were given to
the Board. Motion made by Trustee
Bishop, seconded by Trustee Feulner, unanimously carried
RESOLVED to purchase 12 American
flags to be placed on the electric poles in the Village. A set of military flags and a fire department
flag will be purchased if there is agreement for reimbursement by the American
Legion and the Fire Department for them.
BUDGET
REVIEW
A draft of the tentative budget was
presented for Board review. Some changes
were to be made and more accurate prices to be obtained for some items in the
budget.
BRAKING
AIDS BIKE RIDE
A request was received from the
Braking Aids Bike Ride committee to travel through the Village of Cherry Valley
on Friday, September 13, 2019. It was
agreed that permission would be granted for this and Mayor Guido will be the
contact for the day of the event.
REFUSE
BIDS
Discussion held regarding the Refuse removal
bids. The bids will be for a period of
two years. All bids must be received at
the Village Clerk’s Office by 3 PM on Monday, March 18, 2019. It was
on motion of Trustee Bishop, seconded by Trustee Feulner, unanimously carried
RESOLVED
to advertise for bids for Refuse and Recyclable removal in the Village of
Cherry Valley with bids to be opened at 7 PM on Monday, March 18, 2019. The Village reserves the right to reject any
and all bids.
OTHER
BUSINESS
Mayor Guido has been in contact with
Spectrum about installing free Wi-fi in the village. He has a list of 22 sites in the village that
would be desirable to have the units installed at. Most have already agreed to the
installation. The rest are awaiting
approval by their respective boards.
Mayor Guido has obtained a price on
installing solar panels on the southerly side of the roof of the Well
House. Motion made by Trustee Feulner,
seconded by Trustee Bishop, unanimously carried
RESOLVED to purchase solar panels to
be placed on the Well House.
Consultant Harvey suggested that the
Board consider changes in the Animal Ordinances in the Village. Discussion was held regarding requiring Board
prior approval for any future hooved and other farm animals before they can be
kept in the village. Animals currently
in the village under the previous regulations would not be effected by the
changes. Village Clerk to contact the
Village Attorney about these changes and the process needed to make the
changes.

After review by the board, it was upon motion of Trustee
Feulner, seconded by Trustee Bishop, unanimously carried to make payment on
bills and budget amendments and modifications as follows:
