January 2022 Meeting Minutes

 

 MINUTES

January 17, 2021

 

Meeting opened at 6:30 PM by Deputy Mayor Feulner with the Pledge to the Flag. In attendance were Trustee Edward Harvey, Deputy Mayor Ian Feulner, Amy Herr, Clerk-Treasurer, Linda Bouck, Deputy Clerk-Treasurer, and Taylor Miles, DPW Superintendent.  Hyde Clarke, Attorney present by phone at the end of the meeting.  Also in attendance was Lorraine Bosma, Town Planning Board Chair.

 

Approval of the December minutes as members received in written form.  It was upon motion of Trustee Harvey, seconded by Deputy Mayor Feulner, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Deputy Mayor Feulner, unanimously carried, to accept the report as given.

 

DPW

 

            DPW Superintendent Miles reported that they have begun with winter tasks and snow removal.

 

AED PHONE LINE

 

            Postponed to next meeting due to no one from the Fire District present due to weather.

           

PLANNING BOARD

 

            Lorraine Bosma discussed that the Town Board has approved proceeding with the merging of the Town and Village Planning Boards.  It was upon motion of Trustee Harvey, seconded by Deputy Mayor Feulner, unanimously carried, to schedule a Public Hearing for Thursday, February 17, 2022 at 6:45 pm in the Town Office for the Local Law to establish the Joint Planning Board.

 

 

 

 

ELECTION

 

It was upon motion of Trustee Harvey, seconded by Deputy Mayor Feulner, unanimously carried,

            RESOLVED to expand the pool of Election Inspectors to be residents within Otsego County.

           

            It was upon motion of Trustee Harvey, seconded by Deputy Mayor Feulner, unanimously carried, to appoint the following individuals as Election Inspectors for the Village Election on March 15, 2022:  Marilyn Mollen, Dolores Weeks, Martha Sherwood and Mandar Pandit with John Ferguson as a Republican alternate.

 

            The Democrat Caucus will be held on Thursday, January 20, 2022 at 7 pm and the Republican Caucus will be held on Monday, January 24, 2022 at 7 pm.  Both will be held in the Village Office.

 

VILLAGE HALL

 

            A quote was received for an appraisal of the Village Hall.  Will check to see if there are other appraisers to get quotes from.

 

WATER BILLS

 

            Adjustments to water bills has been requested.  The Board gave approval to adjust the bill.

 

PARK RULES

 

            Discussion tabled until next meeting.

 

BUDGET

 

            Initial Budget requests were made by the DPW Superintendent for a new plow for the dump truck and ice melt for the sidewalks.

 

DEPUTY CLERK-TREASURER TRAINEE

 

            Interviews to be scheduled when Board members can be present.

           

OTHER BUSINESS

 

            ProChamps has sent forms for beginning their contract with the Village.  A webinar will be held on January 27 at 11 am to orient the Village contacts to their roles.

            Discussion with Attorney Clarke about reviewing the Joint Planning Board law and the transfer of property from the Presbyterian Church to the Village for expansion of the cemetery.

            Deputy Clerk- Treasurer Bouck asked for permission to attend the Election Webinar by NYCOM at a cost of $25.00.  This was approved.

            After review by the board, it was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried to make payment on bills and budget amendments and modifications as follows:
