February 2022 Meeting Minutes

 

 MINUTES

February 21, 2021

 

Meeting opened at 6:30 PM by Mayor Guido with the Pledge to the Flag. In attendance were Mayor Louis Guido, Trustee Edward Harvey, Trustee Ian Feulner, Amy Herr, Clerk-Treasurer, Linda Bouck, Deputy Clerk-Treasurer, and Taylor Miles, DPW Superintendent. Also in attendance were Lorraine Bosma, Town Planning Board Chair, and Aaron Van Buren.

 

Approval of the January minutes as members received in written form and approval of the Joint Public Hearing minutes as members received orally at the meeting.  It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the report as given.

 

DPW

 

            DPW Superintendent Miles discussed the possibility of getting a new zero turn mower with trade-in, Superintendent Miles stated that he will be getting price quotes to present to the Board at next meeting.  Superintendent Miles also discussed sidewalks that need to be replaced and it was decided that the sidewalk from the corner of Church Street up Maple Ave to the corner of Elm Street will be replaced this coming Spring/Summer. The bridge at the Well House was also brought up in discussion about needing repairs, information needs to be gathered for any further discussion on this matter.

           

PLANNING BOARD

 

            Lorraine Bosma discussed that the Town and Village Board had a Public Hearing on Thursday, February 17, 2022 at 6:45 pm in the Town Office for the Local Law to establish the Joint Planning Board.

 

            RESOLVED, that Local Law #1 of 2022 is an unlisted action under SEQR, motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried.

 

            RESOLVED, that Local Law #1 of 2022 will not have a negative impact on the environment motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried.

 

            RESOLVED, to pass that Local Law #1 of 2022, Joint Planning Board motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried.

RESOLVED, upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to appoint the following individuals to the Joint Planning Board as Village members: Cierra Utter, Deputy Chair, 5-year term, Dave Cornelia, 3-year term, and Karen Walker 5-year term. Alternates are as follows; Marianne Scully, William Compton, and Tracy Donovan Laughlin.

 

ELECTION

 

A sample ballot was given to Trustee Feulner for review. Election is Tuesday, March 15th, 2022 from 12 pm to 9 pm at the Village Office.

 

VILLAGE HALL

 

            Waiting for another quote for an appraisal.

 

BUDGET

 

            The proposed Budget was presented to the Board for review, and will discuss further at the next meeting. The water rate will be increased, amount to be discussed at next meeting.

 

DEPUTY CLERK-TREASURER TRAINEE

 

            Interviews to be scheduled when Board members can be present.

 

DPW MAINTANENCE WORKER POSITION

 

            The position has currently been filled.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to appoint Wayne Valentine as Maintenance Worker for the DPW.

 

CEMETERY

 

            A Quote was given for a caregiver contract by Aaron Van Buren. Waiting to receive at least one more quote for a decision.

           

OTHER BUSINESS

 

            A Sewer Grant Conference is scheduled for 2/23/22 @ 9:30 am.

 

            Mayor Guido read a letter from Clerk-Treasurer Herr of her intention to retire on March 31, 2022.

            After review by the board, it was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried to make payment on bills and budget amendments and modifications as follows:
