MINUTES
December 20, 2017

Meeting opened at 6:57 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Conway M. Bishop, Clerk-Treasurer Amy Herr and Dave Hajczewski, Interim DPW Superintendent.  Trustee Edward Harvey was excused. Also present were JoAnn Guido, Mike Hutcherson, Rose & Kiernan Insurance Agency, Jeff Stiles and Nate Waterfield.

The first item on the agenda was approval of the December minutes as members received in written form.  It was upon motion of Trustee Bishop, seconded by Mayor Guido, unanimously carried, to accept the minutes as written.

RESOLVED, to accept the report as given.

INSURANCE

          Mike Hutcherson, Rose & Kiernan Insurance presented the proposal for the 2018 insurance coverage for the Village of Cherry Valley.  There is a slight increase in the total cost of coverage.  The signature pages will be completed later. 

          It was upon motion of Trustee Bishop, seconded by Mayor Guido, unanimously carried,
          RESOLVED, to accept the insurance policy as presented.

CHERRY VALLEY OUTDOOR SPORTS

          Jeff Stiles and Nate Waterfield requested use of Alden Field on the weekend of June 15-17, 2018 for a lumberjack competition.  They reported that they will be doing some additional work on Alden Field to prepare for the weekend event.  They are planning on changing some events and possibly adding a concert on Saturday night.  They are also planning on having an event in February to raise funds and secure sponsors.

          It was upon motion of Trustee Bishop, seconded by Mayor Guido, unanimously carried,
          RESOLVED, to allow Cherry Valley Outdoor Sports to use Alden Field on the weekend of June 15-17, 2018 for a lumberjack competition.

DPW   

          The daily reports of the activities of the DPW were submitted by Dave Hajczewski, Int. DPW Superintendent

CEMETERY

The fence in front of the cemetery is completed and the final donation has been received for the payment on the fence.

Caleb Wertenbaker has responded about the request for property for an annex for the cemetery.  There were some questions that Dave Hajczewski will look into so a response can be sent to him.
         

INTERNET AND PHONE SERVICE FOR THE VILLAGE SHOP

          Spectrum has provided pricing for phone service at the Village Shop.  The monthly cost for the first year will be $29.99 and increase to $39.99 after that.  These amounts are both less than are currently being paid for the phone service.  No internet service will be installed at this time.

          It was upon motion of Trustee Bishop, seconded by Mayor Guido, unanimously carried,
          RESOLVED to change to Spectrum for phone service at the Village Shop.

CHIPS REIMBURSEMENT

          The CHIPS reimbursement has been received.  The remainder of the reimbursement is expected in the next few days.

NATIONAL GRID

          Mayor Guido has been in touch with Joe Pallone, National Grid about making some changes in the LED lights and adding some lights in areas that they weren’t replaced or are in need of additional lighting.  National Grid is working on this.

WATER BILLS

          An example of the new water bills being generated in Quick Books was provided to the Board.

HISTORIAN

          It was upon motion of Trustee Bishop, seconded by Mayor Guido, unanimously carried,
          RESOLVED to pay a stipend of $200.00 per year to the Historian, payment to be made at the end of March.

OTHER BUSINESS

          Mayor Guido is looking into options to refinance the water bond to try to decrease the cost of the repayment.

          Mayor Guido has the proposal from Revolution Solar for installing a solar farm by the water tank.  Research will be done to see if there are any grants available to assist with the cost of installing the solar farm.  It should generate enough electricity to cover the cost of all electric that the Village currently uses.

January 15, 2018

PSYCHIC FAIR

Sue Miller was not present at the meeting to discuss.

DPW  

          Dave Hajczewski asked the board to consider health insurance for Cody Duncan. It was also discussed about having a Health Savings account. These issues will be addressed further at a later time.
Dave Hajczewski mentioned that there is water that is seeping out of the ground on Montgomery St. This is not from a water line break but just the saturation of ground water having nowhere to go. Also, the fire hydrant that broke in front of the Old School will be repaired in the spring. 





ELECTION

          It was upon motion of Trustee Harvey, seconded by Trustee Bishop, unanimously carried
          RESOLVED that there will be not be a village registration day in the Village of Cherry Valley for the upcoming Village Election.

          It was upon motion of Trustee Bishop, seconded by Trustee Harvey, unanimously carried
          RESOLVED that the particulars of the annual Village Election to be held on March 20, 2018 are as follows:

1.     The village of Cherry Valley constitutes one election district for the purpose of village election and the polling place for such district shall be at the Village Clerk’s Office, 2 Genesee Street, Cherry Valley, New York.
2.    The hours during which the polls shall be open for voting shall be 12:00 noon to 9:00 PM.
3.    Election Inspectors are appointed as follows:
Republican - Kathryn Lane and Marilyn Mollen
          Democrat – Claire Ottman and Martha Sherwood

          Notice has been provided to the Village Clerk that the Democratic Caucus will be held on Tuesday, January 23, 2018 at 7:00 PM at the Old School Cafe.

          Notice has been provided to the Village Clerk that the Republican Caucus will be held on Thursday, January 25, 2018 at 7:00 PM at the Village Office.

BUDGET – REQUESTS for 2018-2019

1.    Mayor Guido suggested a bucket truck for the use of placing decorations, flags as well as, tree trimming etc. Cost between $10K - $12K. Dave mentioned a tow behind lift as an alternative. Unsure of the cost.
2.    Mayor Guido suggested a raise for the Trustees and the Mayor as well as for Josh Ingalls and Eileen Kerzick.
3.    Dave mentioned replacing the S10 pickup truck with a Sherriff’s blazer from an auction. Could be used as a work truck and officer vehicle.
4.    Mayor Guido suggested a Part Time police officer for traffic violations. Will talk to the Town of Cherry Valley about sharing this service and cost.
5.    Dave suggested a Suitcase Generator for the shop.
6.    Dave suggested trading in the Village dump truck now, with the lower mileage, to get the best value. If this is done every two years it will save on the cost of repairs etc.

MOVE SPEED LIMIT SIGN ON GENESEE ST.

A motion was made by Trustee Harvey, seconded by Trustee Bishop, unanimously carried
RESOLVED to move the Speed limit sign on Genesee St. to west of the driveway of the Old School.
OTHER BUSINESS

          Trustee Harvey asked to have the new cemetery fence dedicated to Mr. Eugene Thaw at the Memorial Day festivities. A motion was made by Mayor Guido, seconded by Trustee Bishop, unanimously carried
RESOLVED that the Cemetery Fence will be dedicated to Mr. Eugene Thaw during the Memorial Day events.
Mayor Guido presented copies of a letter to Attorney Dennis Laughlin, to send to banks, regarding the lowering of the interest rate on the water bond over a shorter period of time for Attorney Laughlin to review.
