October 19, 2020

 

Meeting opened at 6:30 PM by Mayor Guido with the Pledge to the Flag. In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Hyde Clarke, Attorney, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.

Approval of the September minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

 

DPW

 

            DPW Superintendent Miles reported that the Leafer is not working.  He has been working on repairing it.  Norman Downing, Jr. wants to take down a tree at the Well House that is dead and take the wood.  DPW Superintendent Miles is to contact him and get proof of insurance coverage.  If he has the necessary insurance, then he can take down the tree and have the wood.  DPW Superintendent Miles will be calling the NYSDOT about trees on Main Street that need to be taken down that are in the State Right-of-Way.

 

ELECTION

 

            As Mayor Guido’s and Trustee Harvey’s terms will expire on the first Monday of April, 2021, it was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried

            RESOLVED that the Board of Trustees designates the following offices vacant at the end of the official year, March 31, 2021 without primary election:

 

Trustee - four year term

Mayor - four year term

 

            The polling place for the Village Election is at the Clerk’s Office, 2 Genesee Street, Cherry Valley, NY and will be held on March 16, 2021, hours 12 noon to 9 PM. 

 

 

 

CEMETERY DEED

 

            A deed for one cemetery lot that was purchased by Florence Reed was signed by Mayor Guido and Trustees Feulner and Harvey.

 

CLOSING CEMETERY

 

            The Cemetery will be closing on November 15, 2020.  Burials after that date will require the approval of the DPW Superintendent and the Mayor or a Trustee.

 

FALL NOTICES

 

            Leaf pickup will begin as soon as the equipment is working.  No all-night parking started on October 1 and will run through May 1.  The hydrants will be flushed on October 29th.  Unpaid taxes will be sent to the county for reassessment at the beginning of November.  Trick or Treating will be held on Saturday, October 31st from 5:30-7:00 pm.  The Fire Department will be sponsoring a Trunk or Treating at the Fire House at the same time.

 

OTHER BUSINESS

 

            Mayor Guido reported that it has been decided to get the Chevy Tahoe registered.  Mayor Guido reported that Tony Gentile, Otsego County Code Enforcement Officer suggested that the registration requirement in the Abandoned Housing Law be assigned to the Village Clerk-Treasurer.  In reviewing the text of the law this responsibility was assigned to the Building Inspector.  Attorney Clarke stated that the Building Inspector would maintain the list and file it in the Clerk’s Office.  Mayor Guido will speak to Jeff Stiles, Building Inspector to get a list ready for the next meeting.

September 21, 2020

 

Meeting opened at 7:10 PM by Mayor Guido following the Annual Organizational Meeting. Continuing in attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Also present were JoAnn Guido and Cathy Moore.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

 

DPW

 

            DPW Superintendent Miles made a request to purchase a sidewalk salter from Northern Tools in the amount of $765.00 to attach to the ATV.  Motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried

            RESOLVED to purchase a sidewalk salter in the amount of $765.00 from Northern Tools.

            DPW Superintendent Miles reported that he is planning on pouring the sidewalk on Montgomery Street on Thursday.

 

SURPLUS EQUIPMENT

 

            DPW Superintendent Miles requested to declare the Chevy S10, a lift and a Cub Cadet tractor as surplus and to scrap a John Deere tractor.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried

            RESOLVED to declare the above equipment either as surplus to be sold or equipment to be scrapped.

 

 

 

 

 

 

ABANDONDED BUILDINGS LAW

 

            The proposed Local Law #1 of 2020, Abandoned Buildings Law was reviewed.  Motion made by Trustee Harvey, seconded by Trustee Feulner, RESOLVED that Local Law #1 of 2020, Abandoned Buildings Law is approved by a vote of 3-0, Mayor Guido, Trustee Harvey and Trustee Feulner all voting in favor of the law.

 

ELECTION

 

            The Village Election was held on Tuesday, September 15, 2020.  Trustee Harvey was elected to complete the term expiring on March 31, 2021.

 

TRAININGS

 

            In October NYCOM will be presenting the Annual Public Works Training as a Virtual Training.  Mayor Guido and Linda Bouck are scheduled for Basic and Advanced Accounting in October and November.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to approve these trainings.

 

AUDIT OF CLERK-TREASURER BOOKS AND ANNUAL REPORT

 

            The Mayor and Trustees audited the records of the Clerk-Treasurer and the Annual Update Document and signed off on them.

 

OTHER BUSINESS

 

            Pat Wingate proposed to sell her property at 3 Main Street to the Village in the amount of $20,000.00.  The Village is not interested in purchasing the property at this time for that amount. 

 

            The Town of Cherry Valley has been working on transferring the Parking Lot on Genesee Street to the Village.

 

            Governor Cuomo has passed a new law requiring a Pandemic Plan for every level of government to be finalized by April 1, 2021.  This will be worked on.

EXECUTIVE SESSION

 

            The Board went into Executive Session to discuss personnel matters at 7:35 PM.  The Board gave approval for Clerk-Treasurer Herr and DPW Superintendent Miles to be present.  The Board exited Executive Session at 7:45 PM. 

 

            After exiting Executive Session it was decided that an interview will be set up to fill the Maintenance Worker position.  When the Maintenance Worker position is filled Linda Bouck will fill the position of Deputy Clerk as a part time position in the Village Office.
