 MINUTES
May 18, 2020

Meeting opened at 7:00 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Also present were Jon McManus, Angelica Palmer and Greg Noonan.

Approval of the April minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

MCMANUS ENGINEERING GROUP

            Jon McManus of the McManus Engineering Group presented on looking into grants from Environmental Facilities Corporation for funds to do a study on the septic systems in the Village of Cherry Valley and options for a different type of system.  He has received a grant from EFC for Richfield Springs for a similar project.  The issue in the Village of Cherry Valley is the level of the bedrock being high.  The soil is good.  The options available would be either a decentralized treatment program or a cluster decentralized system. No money has been posted yet this year and probably won’t be.  The Village would be looking at next year before funding is available.
            Angela Palmer would like to see something done and is willing to assist with this.  Greg Noonan stated that a dye test was done about 20 years ago on many houses in the Village.  A lot of systems in the homes on Main Street were going into the storm drains and out into the creek.
            Motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried to allow Jon McManus to proceed with looking into grants for an engineering study.





DPW

The DPW has been working to clean up from the recent snow storms.  Trees were cleaned up in the cemetery and brush that was put out around the Village was chipped.

ELECTION

            The Village Election that was scheduled for Wednesday, March 18, 2020 has been postponed to Tuesday, September 15, 2020 by Executive Order of Governor Cuomo.

OTHER BUSINESS  

            Greg Noonan asked how deep the water line is by his County Highway 50 property.  DPW Superintendent Miles will look into this and let him know. 
            The Sales Tax disbursement was received for May from Otsego County.  It is down 31% from May of 2019.
            The support for Quickbooks will be running out at the end of May.  It was decided that since we don’t use the add on services that will not be supported and have local individuals for help questions that we will hold off on an upgrade of the Quickbooks program at this time.

            Due to no motion being made at the April meeting a motion was made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to make payment on bills as noted in the April 2020 meeting minutes.

April 2020 Meeting Minutes


 MINUTES
April 20, 2020

Meeting opened at 7:03 PM by Mayor Guido. In attendance were Mayor Louis A. Guido, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Trustee Ian Feulner was excused.

Due to the COVID-19 pandemic that the New York State Governor has permitted people to participate in public hearings via teleconference.   Notice of the Public Hearing and Board meeting to be held via teleconferencing was posted in The Daily Star on April 4, 2020.  Notice of how to access the meeting with a link to the meeting and phone number for phone access was posted at the Cherry Valley Post Office, on the Village Website and on the Village Facebook page.  A teleconference utilizing GoToMeeting was setup for teleconferencing or calling in by phone.  No one called in or connected by computer.

It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to open the Public Hearing on the Budget.

Approval of the March minutes as members received in written form.  It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to accept the minutes as written.

DPW

The DPW has decided to not purchase a new zero-turn mower in the next fiscal year.  They are looking at a pull behind brush hog and a pull behind finish mower instead.  They will get the current zero-turn mower repaired and also looking into getting the mowers at the cemetery repaired.  Sweeping of the streets will begin tomorrow.

ELECTION

          The Village Election that was scheduled for Wednesday, March 18, 2020 has been postponed until after June 1, 2020 by Executive Order of Governor Cuomo.


WATER WITHDRAWAL AND WATER QUALITY REPORT

          Both the Water Withdrawal and the Water Quality reports have been completed.  The Water Quality report will be posted on the Village Website and information about its availability will be distributed.

          No further comments by the Board regarding the Budget.  It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to approve the 2020-2021 Budget for the Village of Cherry Valley

March 2020 Meeting Minutes

March 16, 2020

Meeting opened at 7:00 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Also present were Tammy Bartlett and Alice Hurwitz.

DPW

The DPW will begin sweeping the streets when it rains in the next few weeks.  Demolition and cleanup is to start on 3/24/2020 at 8 Lancaster Street.  Otsego County will be paving County Highway 54 from the Village line to East Springfield.  Taylor Miles asked about the Village paying the company doing the work to pave the rest of the street to the stop light.  As this section of street belongs to Otsego County the Village will not be paying for any of the repairs to Genesee Street.  A letter will be sent to Rich Brimmer, Otsego County Highway Superintendent about this.  The berm on Alden Field will be installed as soon as the weather permits.

ELECTION

          The Village Election that was scheduled for Wednesday, March 18, 2020 has been postponed to Tuesday, April 28, 2020 by Executive Order of Governor Cuomo.
BUDGET

          Proposed budget for 2020-2021 was presented.  There were no changes that the Board wanted done at this time.

CEMETERY

          A bid for maintenance of the Cemetery was received on February 24, 2020 as per the bid notice.  Another bid was received after the bids were opened.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to reject the bids that were received. 
          The maintenance of the Cemetery will remain as in the past with temporary employees hired to do the maintenance.

ANNUAL ORGANIZATIONAL MEETING AND BUDGET HEARING

          Motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried to hold the Annual Organizational Meeting and Public Hearing for the Budget on Monday, April 6, 2020 at 7 PM.

OTHER BUSINESS  

          Tammy Bartlett, owner of the Cherry Valley Hardware Store expressed her concerns that the individuals who were installing the Wi-fi for the Village were in her store again today.  This is the fourth time that they have come to check the serial numbers on the equipment they installed.  One of the workers made a comment that they were from Suffolk County and made a joke about the Coronavirus.  She had a customer in the store at the time and neither of them found it amusing.  Mayor Guido advised her that he would address this with Spectrum.

          A used 2009 Ford Ranger has been purchased for the Village DPW.  The Chevy S10 that had been used had become unsafe due to brake failure and other equipment failures causing the truck to be taken off the road.  This necessitated an emergency purchase of a vehicle for the DPW.  Pricing for decals for the truck will be obtained.

          Board members were given and reviewed the Benchmarking report for energy usage at the Village Shop through February, 2020.

          There is water running out in front of the Earl Evans residence.  A letter will be sent regarding fixing this issue.

          Alice Hurwitz asked if there are any prohibitions of having guinea hens in the Village.  A copy of the Local Law #1 of 2019 will be sent to her.
