January 2021 Meeting Minutes

 

 MINUTES

January 18, 2021

Meeting opened at 6:30 PM by Mayor Guido with the Pledge to the Flag. In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Also in attendance were Madeline Godman, Jon McManus, Ashlee Cornelia, Bailey Thayer, Ginger Thayer, Zola Palmer, Angelica Palmer and Kelly Flanagan.

 

Approval of the December minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

 

GIRL SCOUT PROJECT

 

            Presentation made by Bailey Thayer and Zola Palmer, Junior Girl Scouts, on a Playground Project they are working on to be added to the playground on Alden Field.  This project is for them to attain their Bronze Award which is the highest award for a Junior Girl Scout.  The Board gave permission for them to pursue this project.

 

WATER BILL ISSUES

 

            June Barwick and Jane Sapinsky received water bills for usage that was much higher than usual.  The Board agreed to reduce the bills to 25,000 gallons of water usage for each bill on a one time basis.

 

JON MCMANUS ENGINEERING

 

            Jon McManus presented information on Engineering Grants that are available through the CFA grants.  There is one for a maximum of $30,000 with a local match up to $6,000.00 for an engineering study for a sewage system.  He would need letters of support from local businesses.  Angelica Palmer agreed to assist with getting the letters of support.  In the grant he would put in for a survey to be done of the entire village.  The study would be able to be used over again for other grants.  He also agreed to assist the Village in completing an application through the CFA for a grant for installation of water meters.

DPW

 

            DPW Superintendent Miles reported that the snow blower is on order.

 

ELECTION

 

            Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried

            RESOLVED to appoint Kathryn Lane, Marilyn Mollen, Claire Ottman and Martha Sherwood as Election Inspectors for the Village Election on Tuesday, March 16, 2021.

 

            The caucuses have been scheduled for the election.  The Democratic caucus is Wednesday, January 20, 2021 at 7 pm and the Republican caucus is Thursday, January 21, 2021 at 7 pm.  Both caucuses to be held in the Village Office.

 

PUBLIC HEALTH EMERGENCY OPERATION PLAN

 

            The current status of the plan was discussed.  This will be continued until the February meeting.

 

REFUSE BIDS

 

            Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried

            RESOLVED to advertise for bids for Refuse Removal for the Village of Cherry Valley for a 2 (two) year bid for the fiscal years 2021-2022 and 2022-2023.  Bids will be opened at 6:30 pm on Monday, March 15, 2021 at the Village Office.

 

BUDGET REQUESTS

 

            DPW Superintendent Miles requested a new sweeper for the small tractor, a MIG welder for the shop and more Christmas decorations.  Mayor Guido requested a walk behind self-propelled vacuum for the streets and cemetery and additional radar signs.

 

OTHER BUSINESS

 

            No other business.

 

EXECUTIVE SESSION

 

            The Board entered Executive Session at 7:22 pm to discuss a personnel matter.  The Board exited Executive Session at 7:45 pm.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried

RESOLVED to hire Andrew Booth as a Maintenance Worker at a salary of $16.00 per hour and $400.00 per month toward individual health insurance.  There will be one year of probation.  The salary will increase by $0.50 after obtaining his water license.

            After review by the board, it was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried to make payment on bills and budget amendments and modifications as follows:
