MINUTES
Monday April 21, 2025
Meeting opened at 6:30 PM by Mayor Stiles with the Pledge to the Flag. In attendance were Mayor Jeffrey S. Stiles, Trustees Ian M. Feulner and K. Don Brigham, DPW Superintendent Wayne B. Valentine, Village Attorney Jill A. Poulson, Esq., and Clerk-Treasurer Melissa F. Gregory. Also in attendance were Noelle Adamoscheck (Historic Cherry Valley Businesses), Tamara Johnson (Hendrick Hudson National Society Daughters of the American Revolution), and Aaron Van Buren (AA Property Services).
Approval of the March 17, 2025 and April 7 & 14, 2025 minutes as members received in final written form. It was upon motion of Trustee Feulner, seconded by Trustee Brigham, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Brigham, seconded by Trustee Feulner, unanimously carried, to accept the report as given.
GUESTS
Noelle Adamoscheck, representing the Historic Cherry Valley Businesses, presented the board with an agenda for the “Spring into Summer” event being held Memorial Day weekend. She noted that she’d like to see 4 or 5 picnic tables in the old school back parking lot, and to have said parking lot barricaded off so no one can park in there. She asked for permission to hang banners under the “Welcome to Historic Cherry Valley” signs at the beginning of May-the board said yes. She also asked for permission to utilize the NBT parking lot as well as the park in front of the health center for additional space for vendors/food trucks-the board said yes. The last request she had was regarding the utilization of the gazebo for music on Saturday and Sunday that weekend from 12-5pm; if possible, having electricity on Saturday would be helpful to them. The board agreed to this as well.
Tamara Johnson, representing the Hendrick-Hudson National Society Daughters of the American Revolution, presented the board/Village with a shadow box of her 6x Great Grandfather, Jerome Clark 1757-1850. The shadow box contains historic pieces of the time as well as a wonderful write up about Jerome Clark. This gift was her way to thank the Village for their help with getting the correct memorial stone on Jermone Clark’s final resting place in the Village cemetery. The shadow box is currently available for viewing in the Village office.
Aaron Van Buren, owner of AA Property Services, attended the meeting to discuss his role as Property Maintenance/Caretaker for the Village. His contract (a work-in-progress) was discussed and agreements were made. Attorney Poulson and Clerk-Treasurer Gregory will continue to finalize the contract document and will proceed as necessary.
OLD BUSINESS:
“10,000
Trees…And Growing!”:
Trustee
Feulner lead a discussion and update on the “10,000 Trees…And Growing!” tree
planting program via National Grid. He will be meeting with a local contact in
regard to the purchase of appropriate trees for our area that fit within the
guidelines of the project. It was upon motion of Trustee Brigham, seconded by Trustee
Feulner, unanimously carried,
RESOLVED:
That Ian M. Feulner, as Village Board Trustee and Deputy Mayor, is hereby authorized and directed to file an application for contributary reimbursement funds as part of the “10,000 Trees…And Growing!” tree planting program., and upon approval of said request, to enter into and execute a project agreement with National Grid for such financial contribution to this municipality.

Youth Sports:
It was decided to table discussion on this topic until the Fall when the season has ended, as far as what the Village’s part in the organization will be. Attorney Poulson stated she wanted to research some more about the Village’s insurance coverage when it came to the use of the fields and the sports program.
Social Media
Usage:
The board discussed its use of Facebook and the current website. It was agreed that if the current Facebook page can be turned over to a current board member and/or a Village worker that would be fine, but if that is not the case then creating a new business page would need to be done. As far as the website, Clerk-Treasurer Gregory stated she would reach out to some contacts to get pricing and further information on a direction to move.

DPW
Superintendent Valentine reported that they’ll be working to create the
additional practice baseball field in the park in the coming days/weeks.
He reports there are ongoing issues with Monday brush pick-ups, especially when it comes to professional landscapers not removing the material they’re cleaning up for residents. Further notice will be provided in the upcoming newsletter.
ATTORNEY’S
REPORT
Attorney Poulson states there are compliance concerns with three Village residents in particular. One of the properties is reported to have already have been fined. This particular residence is a business and a letter will be written by Attorney Poulson to present to said business. If this business does not comply with the concerns stated in the letter to be presented, the Village will be forced to file an official compliance report and the business will have to pay a fine. The other two properties in question will be under the jurisdiction of the newly appointed Safety Inspector (TBD).
CLERK-TREASURER’S
REPORT
The CVS Youth Sports NBT checking account has been added to our Amazon account for easier purchasing of goods for the organization.

Mayor Stiles would like to have newsletters
begin again, and to have them delivered to residents as necessary.
FINANCES
Approval of the 2025-2026 Budget: There are still some minor changes to be made and at the following board meeting (Tuesday May 20, 2025) the final budget will have been shared and will be presented for approval. It was upon motion of Trustee Feulner, seconded by Trustee Brigham, unanimously carried, to temporarily approve the budget in it’s second-to-last draft.
