 Village of Cherry Valley Board Meeting Minutes

Tuesday February 16, 2026


The Village of Cherry Valley Board of Trustees meeting opened at 6:30 PM by Mayor Stiles with the Pledge to the Flag. In attendance were Mayor Jeffrey S. Stiles, Trustees Ian M. Feulner and K. Don Brigham, DPW Superintendent Wayne B. Valentine, Clerk-Treasurer Melissa F. Gregory, and Attorney Jill A. Poulson, Esq. Also in attendance were ten guests.

Approval of the January 20, 2025 minutes was made, as members received in final written form. It was upon motion of Trustee Brigham, seconded by Trustee Feulner, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Brigham, seconded by Trustee Feulner, unanimously carried, to accept the Treasurer’s Report as given.


GUESTS:

Resident and prior Village Trustee, Mr. Edward Harvey, attended this evening’s meeting to bring his related information regarding Dustin’s Automotive and to help address questions that were/have been asked.

Mr. Michael Stalter, who is running for the Otsego County Sheriff’s position, came to introduce himself and tell a little about why he is running for the sheriff position. His remarks this evening replicated his remarks during his interview with AllOtsego which can be found at https://www.allotsego.com/former-sgt-michael-stalter-announces-run-for-county-sheriff/.

Ms. Shamar Fitzpatrick, the Buffer Steward Coordinator with the Otsego County Soil and Water Conservation District, came to discuss the upcoming plans for planting along Alden Creek here in the Village. She discussed the Riparian Buffer program and how it would be implemented. The board, along with Angelica Palmer (CVCFC board member) and Caleb Wertenbaker (owner of Glensfoot Farms) who were in attendance for the meeting, all signed the application showing agreement with the plan to move forward with the tree planting in the spring of this current year.


OLD BUSINESS:

Clerk-Treasurer

The property care contract was discussed by initiation of Clerk-Treasurer Gregory. She noted that the board has the option to put out another bid for contract proposals (as last year’s was only a one-year contract), or they may have the option to make a motion to maintain the business they have with their current property care vendor, AA Property Care -Aaron Van Buren, owner. Village Attorney Poulson stated that she would confirm that this is able to be done, based on a review of the Village’s current procurement policy. The board discussed and decided to maintain their working relationship with AA Property Care (pending alternative information found in the Village’s procurement policy via Village Attorney Poulson’s review) due to the fact that Mr. Van Buren does a very good job with the properties at hand and for a reasonable price. 

It was upon motion of Trustee Brigham, seconded by Trustee Feulner, unanimously carried, to maintain the Village’s working relationship with Aaron Van Buren, owner of AA Property Care, pending further review of the Village’s procurement policy by Village Attorney Poulson.


NEW BUSINESS:

Clerk-Treasurer

Clerk-Treasurer Gregory noted that the Village office alongside the DPW is working to create a shared service agreement with the Village of Richfield Springs. The primary reason for this initiation is due to our DPW’s once-in-a-while need to utilize a trench box. Richfield Springs’ DPW owns a trench box and is willing to work with our DPW when we need to borrow it. The shared service agreement will be brought back to the table for the March 17th, 2026 meeting when more time has been provided for the two Villages to touch base about the details.

The upcoming Village Election on Wednesday March 18th, 2026 is being held in the Town of Cherry Valley meeting room from Noon - 9pm. The position to be voted for is one Village Trustee. There is one candidate, Mr. Ian Feulner, who is running to maintain his position as one of the Trustees. For the election, “election inspectors” are needed and need to be approved by the board.

It was upon motion of Trustee Brigham, seconded by Mayor Stiles, unanimously carried, to appoint the following Village Residents as Election Inspectors for the Village Election on March 18th: Corinne Peretin; Dolores Weeks; Kathryn Chiba; Martha Sherwood.

Executive Session

The Village Board entered executive session at 7:23 p.m. upon motion of Trustee Brigham, seconded by Trustee Feulner, unanimously carried, for personnel reasons.


Adjournment:

The Village Board ended the executive session and adjourned the meeting at 7:42 p.m. upon motion of Trustee Brigham, seconded by Trustee Feulner, unanimously carried.
