January 2020 Meeting Minutes


 MINUTES
January 20, 2020

Meeting opened at 7:00 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent. 

Approval of the December minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

DPW

There was a water leak on Wall Street that has been repaired.  Equipment that needs repairs includes the dump truck and zero-turn mower.  DPW Superintendent Miles is to get prices on a new zero-turn mower and a new plow for the dump truck for purchase in the next fiscal year.  Discussion on contracting out the lawn care of the cemetery versus hiring an individual to do it.  Advertising for bids for a contract for the cemetery care will be placed to be opened at the February meeting.

ELECTION

            Upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried,
            RESOLVED to appoint Kathryn Lane and Martha Sherwood as Election Inspectors for the Special Village Election to be held on March 18, 2020.

BUDGET

            Requests for the 2020-2021 budget includes a new plow for the dump truck, a new zero-turn mower, 2 solar speed signs, concrete berm along Alden Field, paving of walking path on Alden Field, roadwork and culverts on Maple Lane and some of the sidewalks in the village.

OTHER BUSINESS  

            Discussion of cost of overtime involved if the Village DPW plows the streets in the Village and how the new overtime rules will impact the costs.  Discussion on possibility of Compensatory time for this time worked.  Attorney Hyde Clarke will be contacted for guidance on this issue.
           
            Clerk-Treasurer Herr reported that a Property Tax bill was received for 8 Lancaster Street which is now owned by the Village.  The Otsego County Real Property office and the Town tax assessor have been contacted to change this bill to be uncollectable as was done with the Village Property Tax bill on this property

After review by the board, it was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried to make payment on bills and budget amendments and modifications as follows:
