February 2020 Meeting Minutes


 MINUTES
February 17, 2020

Meeting opened at 7:00 PM by Mayor Guido with the Pledge to the Flag.  In attendance were Mayor Louis A. Guido, Trustee Ian Feulner, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Also present were Kathleen Taylor, JoAnn Guido, Jeff Stiles and Carl Waldman.

Approval of the January minutes as members received in written form.  It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.

OUTDOOR GAMES

            Jeff Stiles requested permission to use Alden Field for the Cherry Valley Outdoor Games to be held June 19-21, 2020.  They have hired security for the event this year which will be 4 officers and have arranged to have a Deputy Sheriff in the area if law enforcement is needed.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to approved the use of Alden Field as requested.

LIBRARY

            Kathleen Taylor was present on behalf of the Village Library.  She thanked the Village for the donation that was made to the library.  She reported that the library is installing an ADA compliant bathroom, an exit onto Church Street and upgrading the internet.  The library is working in conjunction with the Springfield Library to have a proposition added to the School Budget for a tax to support the libraries which will be added to the School Tax Bill.  It should be around $40.00 for a $150,000.00 home.

CVCFC

            Carl Waldman reported that a company out of Utica has been awarded the contract to do the renovations for the Senior Housing.  They will be starting soon with finishing the demolition that has not already been done by the CVCFC.  Due to delays in starting the project, the CVCFC has an insurance bill coming in March that they do not have the funds to pay.  They are requesting that the Village pay their 2020-2021 rent early to help them cover this bill.  Motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried to pay the 2020-2021 rent, in the amount of $3600.00, at this time.


DPW

Have been working on cleaning up the shop and painting.  Have also been plowing the sidewalks and parking lots as needed.

ELECTION

            Edward Harvey who was nominated by the Republican Party is the only candidate on the ballot for the March 18, 2020 election for Village Trustee.  There were no Independent or Democratic Party candidates.

BUDGET

            Proposed budget for 2020-2021 was presented.  There was discussion on salaries that had been budgeted.  Adjustments as discussed to be made in the budget.

CEMETERY

            Bids for the Cemetery Maintenance have been advertised.  Bid opening will be on Monday, February 24, 2020 at 2 PM in the Village Office.

OTHER BUSINESS  

            Braking AIDS ride has requested permission to travel through the Village of Cherry Valley on Friday, September 11, 2020 between 7:30 and 9:30 AM.  Motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried to approve the request by Braking AIDS ride.

            Discussion held regarding using Compensatory Time rather than Overtime for the DPW.  The agreement will be that Compensatory Time at time and a half will be granted when a DPW worker has worked over 40 hours in a week.  They will be allowed to build up to 2 weeks (80 hours) of time that must be used by the end of the calendar year in which it was earned.  If it is not used, it will be lost.  The agreement will be written up for the workers and Mayor to sign.  Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to allow for Compensatory Time as outlined.

After review by the board, it was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried to make payment on bills and budget amendments and modifications as follows:
