April 2020 Meeting Minutes


 MINUTES
April 20, 2020

Meeting opened at 7:03 PM by Mayor Guido. In attendance were Mayor Louis A. Guido, Trustee Edward Harvey, Amy Herr, Clerk-Treasurer and Taylor Miles, DPW Superintendent.  Trustee Ian Feulner was excused.

Due to the COVID-19 pandemic that the New York State Governor has permitted people to participate in public hearings via teleconference.   Notice of the Public Hearing and Board meeting to be held via teleconferencing was posted in The Daily Star on April 4, 2020.  Notice of how to access the meeting with a link to the meeting and phone number for phone access was posted at the Cherry Valley Post Office, on the Village Website and on the Village Facebook page.  A teleconference utilizing GoToMeeting was setup for teleconferencing or calling in by phone.  No one called in or connected by computer.

It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to open the Public Hearing on the Budget.

Approval of the March minutes as members received in written form.  It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to accept the report as given.

DPW

The DPW has decided to not purchase a new zero-turn mower in the next fiscal year.  They are looking at a pull behind brush hog and a pull behind finish mower instead.  They will get the current zero-turn mower repaired and also looking into getting the mowers at the cemetery repaired.  Sweeping of the streets will begin tomorrow.

ELECTION

          The Village Election that was scheduled for Wednesday, March 18, 2020 has been postponed until after June 1, 2020 by Executive Order of Governor Cuomo.


WATER WITHDRAWAL AND WATER QUALITY REPORT

          Both the Water Withdrawal and the Water Quality reports have been completed.  The Water Quality report will be posted on the Village Website and information about its availability will be distributed.

OTHER BUSINESS

PUBLIC HEARING

          It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to close the public hearing on the budget at 7:14 PM.

BUDGET

          No further comments by the Board regarding the Budget.  It was upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried, to approve the 2020-2021 Budget for the Village of Cherry Valley

ADJOURNMENT

          The meeting adjourned at 7:15 PM upon motion of Trustee Harvey, seconded by Mayor Guido, unanimously carried.
