MINUTES
June 17, 2024
Meeting opened at 6:30 PM by Mayor Guido with the Pledge to
the Flag. In attendance were Mayor Louis Guido, Trustee Edward Harvey, Trustee
Ian Feulner, Amy Herr Clerk-Treasurer, Wayne Valentine, DPW Superintendent. Also in attendance were Deb Whiteman,
American Legion Auxiliary member and Chris English, Mountain Eagle newspaper.
Approval of the May minutes as members received in final written form. It was upon motion of Trustee Feulner, seconded by Trustee Harvey, unanimously carried, to accept the minutes as written.

It was upon motion of Trustee Harvey, seconded by Trustee Feulner, unanimously carried, to accept the report as given.
DPW
DPW Superintendent Valentine reported that there is an issue with pump #1 with the filter clogging. He will contact the company about what to do to resolve the issue. There is a meeting with NYSDPT on paving Alden and Main Street. They plan to pave the 3rd week in July to early August. He will be asking them to have a mini-excavator in case of a water break during the paving process. They need to get shutoffs exposed before the paving. He was advised to contact Rural Water to be on standby for any issues that may come up with the water system during the paving. The DPW checked on the concession stand and bathrooms during the Outdoor Games. Reviewed CHIPS funding and will look into the costs of a mini-excavator for the Village to purchase with those funds. The DPW will also be checking on what trees that need to be removed in the Village.
LEAVE POLICIES
Discussion was held on a new leave policy for the Full-time DPW staff and the Clerk-Treasurer. The proposed policy was acceptable with the addition of a policy for Jury Duty which will state that the employee will get reimbursed the difference from their regular pay and the pay they receive from the County.
Motion made by Trustee Feulner,
seconded by Trustee Harvey, unanimously carried
RESOLVED, that the proposed Leave policy will go into effect immediately with the addition of Jury Duty as discussed.
NYCLASS
Motion made by Trustee Harvey, seconded by Trustee Feulner, unanimously carried to invest in NYCLASS monies from the savings accounts, the amount to be invested based on the balance to thousand dollars;
WHEREAS, New York General Municipal Law, Article 5-G, Section 119-o (Section 119-o) empowers municipal corporations to enter into, amend, cancel and terminate agreements for the performance among themselves of their respective functions, powers, and duties on a cooperative or contract basis;
WHEREAS the Village of Cherry Valley wishes to invest portions of it available investment funds in cooperation with other corporations and/or districts pursuant to the NYCLASS Municipal Cooperation Agreement Amended and Restate as of March 28, 2019:
WHEREAS the Village of Cherry Valley wishes to satisfy the safety and liquidity needs of their funds;
Now, therefore, it is resolved as follows:
That Louis Guido, Mayor of the Village of Cherry Valley is hereby authorized to participate in the NYCLASS program under the terms of the NYCLASS Municipal Cooperation Agreement Amended and Restated as of March 28, 2019.
CLERK-TREASURER POSITION
There have been two inquires about the position, but no applications as of this date.
DEB WHITEMAN, AMERICAN LEGION AUXILIARY
Discussion held regarding a request for the Village DPW to put up banners for Hometown Heroes. There is a concern that it is not permissible for Village Staff to be putting them up when being paid by the Village. Village Attorney Poulson will look into this and advised on the legality of it.
OTHER BUSINESS
Trustee Feulner reported that he has made a sign for Folkfest to be put up in the Village Parking Lot.
There will be a concert performance by the Cooperstown Community Band, sponsored by the Village on July 23, 2024 at 7 pm. Mayor Guido and Trustee Harvey will each be donating half the cost for the concert.
There will be a ceremony in the cemetery at the end of September to replace a Revolutionary War soldier, Jerome Clark’s, plague that had incorrect information on it. The Sons of the Revolution will be doing the ceremony and have asked permission to place flags at the site. Motion made by Trustee Feulner, seconded by Trustee Harvey, unanimously carried to allow the Sons of the Revolution to have their ceremony and place flags at the gravesite.
